云南经济管理学院来华留学生出入境管理办法

为规范来华留学生出入境事务管理，完善相关工作流程，根据《中华人民共和国出境入境管理法》《中华人民共和国外国人出境入境管理条例》等相关文件精神，结合我校实际制定本制度。

 YCBM  has formulated this Regulation in accordance with the Exit and Entry Administration Law of the People’s Republic of China and the Regulations of the People’s Republic of China on Administration of the Entry and Exit of Foreigners.

第一条 入境签证

[Article1] Entry visa

正式录取的来华留学生（以下简称“学生”）凭录取通知书、JW202、外国人体格检查记录（学习半年以上的学生）到中华人民共和国驻外使领馆申请来华入境X或F签证。

International students who are officially admitted by the University can apply for X or F visa for entry to China at the Embassy of the People’s Republic of China in foreign countries with the admission notice, JW202, and foreign physical examination records (students who study in China for more than six months).

第二条 住宿登记

学生到校注册报到后，应当在24小时内由本人到学校辖区公安部门登记住宿信息。学生在中国境内旅馆住宿或在旅馆以外其他住所住宿的，应当在入住后24小时内由本人或者留宿人向所在地公安部门登记。

[Article2]Accommodation registration

Students should register in the local police station within 24 hours after they arrive. If you couldn’t arrive directly in your apartment in Kunming which YCBM provides and you need to stay in somewhere, please register in hotel or local police station within 24 hours after your entry China, and keep the registration letter or receipt (which you can take a photo or make a copy), your travel tickets well (including air, train and coach tickets etc.) to Kunming which are needed when register in the local police station in Kunming. When you arrive in your apartment in Kunming, please register in the local police station in Kunming within 24 hours after your arrival.

第三条 体检

学习时间在6个月以上的学生来华后，必须在规定期限内到云南国际旅行卫生保健中心办理《外国人体格检查记录》确认手续。新生在获得《境外人员体格检查记录验证》后方可办理居留许可。经检查确认患有我国法律规定不准入境的疾病者，应立即离境。

[Article3] Students who study for more than 6 months, after coming to China must go through the formalities of "Foreigner Physical Examination Record" confirmation at the Yunnan International Travel Healthcare Center within the prescribed time limit. Freshmen can apply for residence permit only after obtaining the Verification of Physical Examination Record for Overseas Personnel. Those who have been confirmed to be suffering from diseases that are not allowed to enter the country according to  laws shall leave the country immediately.

No drinking and no food before test , 2 photos. Please hand in the Physical Test Report to Students Affairs Management Office within one day.

第四条 居留许可及签证

[Article4] Residence permit and visa

1、留学生须在入境30天内向昆明市公安局出入境接待大厅申办居留许可。超过规定时间，将依据中国有关法律处罚。

1. International students are required to apply for a residence permit within 30 days from Kunming Public Security Bureau Exit Entry Reception Hall. Exceeding the prescribed time will be punished in accordance with the relevant laws of China.

2、从中国国内其他城市转入云南经济管理学院学习者，应在原出入境管理部门办理迁出手续，抵校后24小时内办理临住登记，10 天内到昆明市公安局出入境接待大厅办理迁入手续。

2. Students who transfer to YUNNAN COLLEGE OF BUSINESS MANAGEMENT from other cities in China should cancel the registration at the original Exit and Entry Administration department, and register in the local police station in 24 hours after arriving, and renew visa in Kunming Public Security Bureau Exit Entry Reception Hall within 10 days after arriving.

3、在学期间，如居留许可上填写的项目内容有变更，须在10日内到昆明市公安局出入境接待大厅办理变更手续。

3. During the study period, if there is any change in the contents of the residence permit, you must go through the change formalities with Kunming Public Security Bureau Exit Entry Reception Hall within 10 days.

4、在校学生在居留许可到期前1个月，凭护照和国际学院出具的相关证明到昆明市公安局出入境接待大厅办理延期手续。超过有效期仍未办理延期手续者，将依据中国有关法律处罚。有效期在寒暑假到期的，须在放假前办理。毕业或结业离校的学生原则上不予办理延期手续。

4. One month before the expiration of residence permit, students shall go to Kunming Public Security Bureau Exit Entry Reception Hall for extension with their passport and relevant certificates issued by the Institute of International Education. Those who fail to go through the extension formalities after the expiration date will be punished according to the relevant laws of China. If the validity period expires in winter or summer vacation, it must be handled before the holiday. Students who leave school after graduation or completion of their studies are not allowed to apply for extension procedures in principle.

5、学生可在居留许可有效期内多次出入境。

5.Students holding valid residence permit may enter and exit China multiple times.

6、申请居留许可时须准备以下材料：

（1）外国人签证证件申请表；（由个人准备照片。申请表单从办公室领取。）

（1）Visa Application Form for Foreigners; (Photographs are prepared by student. Application Form is provided by office.)

（2）公函（在华居留许可申请）；(由办公室准备)

（2）Official letter(application for residence permit in China); ( Prepare by office )

（3）住宿证明（派出所出具），住校外的学生须提供临时住宿登记表；

（3）registration letter from the local police station;

（4）护照、签证、最新入境记录；

（4）Passport, visa, latest entry record;

（5）JW202表复印件；

（5）Photo copy of JW202 Form;

（6）入学通知书原件及复印件；

（6）Original and photo copy of the Admission Notice;

（7）入境后的最新体检表；

（7）Updated Physical examination report after entry;

（8）学费、住宿费缴费证明；

（8）Tuition and Accommodation Fee Payment verification;

（9）5张白底小二寸照片。

（9）Five photographs on white back ground with the size of 3.3cm*4.8cm.

（10）保险单。（学生个人购买保险并提供）

（10）Insurance verification. (Students purchase insurance and provide it .)

7、居留许可到期后仍需继续在校学习或更换护照的学生，应立即向国际学院报告，并准备以上材料到昆明市公安局出入境接待大厅办理居留许可延期手续。

7.Students who need to continue studying at the University or change passport after their student residence permit expires must report to the General Office of the International Education School and prepare the above materials to go to apply for the extension of their residence permits.

8、变更居住地点的，应于24小时内向迁入地派出所申请临时住宿登记单，并向留学生办公室报备。学生的姓名、学校、护照号码或住址等基本信息发生变更时，须于10日内前往出昆明市公安局出入境接待大厅办理变更手续，否则将构成非法居留。

8. If you change your place of residence, you should do registration at the local police station within 24 hours, and report it to the International Student Office. If the basic information such as the student's name, school, passport number or address is changed, the student must go to the immigration administration department to handle the change formalities within 10 days; otherwise it will constitute illegal residence.

9、学生若遗失护照，应立即向国际学院及昆明市公安局出入境接待大厅报告，领取《护照遗失证明》并向本国驻华使领馆申请新护照，然后到昆明市公安局出入境接待大厅重新办理居留许可。

9. If passport lost, report to the office and Kunming Public Security Bureau Exit Entry Reception Hall, obtain the Certificate of Passport Loss, apply for a new passport from the Embassy or consulate of his/her country in China, and then apply for a new residence permit from Kunming Public Security Bureau Exit Entry Reception Hall.

第五条 违规处罚

[Article5] Violation penalty

不按要求办理住宿登记和居留许可手续的、居留许可到期后未及时办理延期的、更换护照后未及时办理居留许可变更手续的，均属非法居留。依相关规定给予警告、非法居留罚款，或处拘留。情节严重者将被限期离境。

Those who do not go through the formalities of residence registration and residence permit as required, those who do not timely extend the residence permit after the expiration of the residence permit, and those who do not timely change the residence permit after changing the passport are illegal residence. In accordance with relevant regulations, they will be warned, fined or detained. In serious cases, they will be given a time limit to leave the country。

第六条  附则

[Article6] Supplementary provisions

本制度由国际学院负责解释，自发布之日起执行。

This Regulation shall come into force upon the promulgation, and the School of International Education of YCBM reserves the right for interpretation.
